Phil has lived in Catherine Road, Surbiton with his wife Marie for nearly a decade.

Two of his three children live nearby with their own children. Following his retirement as a police superintendent, he established a licensing and planning business and is now one of the country's leading licensing experts. He has lectured in licensing law at Westminster University and has given evidence to Parliamentary Committees. Phil takes a keen interest in local issues and attends St Andrews Church. In particular he is concerned about cutting crime and disorder, making the streets safe and clean and reducing the highest council tax in London.
