After graduating with a degree in Politics, he returned home to Pembrokeshire, working as a reporter for the Pembrokeshire Herald and the Western Telegraph before joining the office of his local Member of Parliament.

In 2017, Samuel was elected to Pembrokeshire County Council, where he built a strong reputation for championing his community, providing practical support to residents, and representing their interests in the Council Chamber.
